Job Description:

Key role- Will support Missile Defense, C2, and Space analysis, and with minimal guidance, make decisions on how to support USSTRATCOM analysis efforts.   Requires expertise necessary to create or leverage existing studies that characterize DOD operations associated with Missile Defense, C2, and Space.  Contract personnel should have a working knowledge of DOD command and control structures, current DOD capabilities, and their employment within a Conventional Campaign (CC) scenario.  Support will provide military analyst expertise to develop studies related to simulation and modeling of USSTRATCOM mission activities.  Contract support shall include model and data integration functions to ensure new guidance and weapons system capabilities are addressed in the planning and analysis environment.  This work aids the development and execution of Command studies and analyses to inform the Strategic Planning, PPBS (Planning, Programming and Budgeting System), and Joint Capabilities Integration and Development System (JCIDS) processes to include Capabilities Based Assessments (CBA) and CBA-like assessments. 

Provide technical support to the USSTRATCOM staff and components.  Assist J81 in studies, analyses and integration of Missile Defense, C2, and Space capabilities to support requirements, policy, planning, and decision-making.

Technical Expertise:  Assist in model selection and integration.  Support model requirements development in support of Missile Defense, C2, and Space analysis, acquisition, planning and employment.

Research and Development Support: Assist USSTRATCOM/J81 in the search and evaluation of Missile Defense, C2, and Space models and tools to determine their suitability for supporting USSTRATCOM operation, acquisition, and planning decisions.

Task Management Support:  Assist in the data management and integration of analytical models with USSTRATCOM/J81 required data and analytical architectures.  Establish and maintain collaborative workspaces for integration and staffing of studies and analysis.  Maintain status of tasks associated with these analyses and other Missile Defense, C2, and Space related staff actions.

Analysis Support: Assist with analysis to support Command positions on Missile Defense, C2, and Space issue topics.  As the Command identifies specific issues for analysis, will make recommendations on logical framework to prepare USSTRATCOM talking points ( for the USSTRATCOM leadership.  Assist with conducting decision analysis and sensitivity analysis as requested by USSTRATCOM/J81.

Metric Development Support:  In conjunction with government guidance, identify appropriate measures of performance, effectiveness, and merit (MOP, MOE, and MOM), as well as the specific analysis questions required to meet overall Missile Defense, C2, and Space objectives.

Decision Support:  Provide results of directed analysis to stakeholders.  Identify data and modeling sensitivities and resultant confidence in results.  Provide detailed documentation to facilitate communication of analyses to decision makers.  Participate in meetings as they relate to the Missile Defense, C2, and Space studies and modeling objectives and provide technical input and advice on critical decisions relevant to these efforts. Provide recommendations on Doctrine, Organization, Training, Material, Personnel, Facility, or Policy (DOTMLPF-P) changes needed to mitigate the risks imposed upon USSTRATCOM capabilities.

Data Support:  Assist with the construction and management of Missile Defense, C2, and Space related databases or collaborative data sources as necessary.  Support maintaining existing and new data repositories.Conference Support:   Provide support during Missile Defense, C2, and Space conferences as necessary to include planning conferences, analytical support, workshops, war gaming, and final reporting.

Experience: Possess expertise with National Defense Strategy, military operations, and the JCIDs process.  This includes expertise which demonstrates an understanding of how national strategy impacts the Defense Acquisition System, the Planning, Programming, Budgeting, and Execution (PPBE) processes, and the ability to use analysis results to make recommendations on DOTMLPF-P modifications to mitigate the risks imposed upon USSTRATCOM capabilities.

Possess expertise in USSTRATCOM’s Lines of Operation.  This includes Missile Defense, C2, and Space operations and current DOD capabilities and their employment within a (CC) scenario.

Possess expertise in Operations Research.  This includes experience which demonstrates the ability to perform quantitative assessment of the impact of proposed strategies to mitigate risk to DOD operations.  It also includes the ability to identify appropriate measures of performance (MOP), measure of effectiveness (MOE), and measure of merit (MOM) and identify data and modeling sensitivities and resultant confidence in results.

Travel:    may have occasion under this contract to travel from their regular duty location to a temporary duty location.  Travel is estimated at 3-7 trips per year to Washington, DC, Colorado Springs, CO, and / or Huntsville, AL. 

Clearance:Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; TS/SCI clearance is required.
