Reviews and evaluates existing programs for awarding contracts, managing contracts, and reviewing contractor performance. Makes recommendations for improving the effectiveness and efficiency of the Network's contracting systems and processes. Serves as the Network representative and on behalf of the Network Senior Vice President on all contracting matters and with all corporate offices involved in contracting; Initiates and manages the contractor default process on behalf of the Network; and Ensures no conflict of interest in the solicitation or awarding of contracts. Oversee the review, negotiation and coordination of all equipment and services contracts, leases, memorandum of understandings, real estate agreements and all other contracts which disburses monetary awards and/or receives revenue, including concessions and grants; Review contracts terms and conditions, and ensure compliance with corporate, city, state, federal and accreditation standards. Develop internal operating procedures that will standardize and facilitate hospital procurement practices; Analyze operational activities, identify operational deficiencies and implement cost effective plans.
